Job Description:

We are seeking a Senior Legal Expert to carry out a comprehensive analysis of the functioning of Youth Councils in Albania and to propose strategic improvements, within the framework of an EU-funded project.

• Prepare comprehensive analysis reports on the current functioning of the National Youth Council (NYC) and the Local Youth Councils (LYCs) in Albania.
• Formulate practical and operational recommendations to improve internal governance, institutional coordination, communication, and operational effectiveness, promoting inclusivity.
• Present and discuss the draft report in a validation workshop with key stakeholders.
• Systematically incorporate the comments and contributions received during the workshop into the final version of the report.
• Ensure that the final report serves as a reference for the design of future project activities and capacity-building tools.

Requirements:

• University degree related to Law, Political Science, Public Policy, or related fields
• Minimum of 10 years of professional experience in the legal or institutional field.
• Proven experience in drafting analytical reports and formulating strategic recommendations.
• High proficiency in English (B2) and Albanian (C1).
