Job Description:

• Strengthen the capacities of national authorities for the design, implementation, and reporting of youth policy reforms, with an evidence-based approach and a gender analysis perspective.
• Draft a guide to strengthen cooperation among Local Youth Councils and the development of joint initiatives with youth actors.
• Design and facilitate training actions for Local Youth Councils and other youth stakeholders focused on the practical application of the guidelines.
• Develop and deliver a Training of Trainers (ToT) module to ensure the sustainability of the capacities built.
• Draft a comprehensive guide on youth-friendly services aimed at Local Government Units (LGUs).
• Develop guidelines for the creation and management of safe youth spaces.

Requirements:

• University degree in Political Science, Sociology, Social Work, Education, International Relations, or related fields.
• A minimum of 10 years of professional experience in the field of youth public policies or related areas.
• Experience in the design of guides, technical tools, or guidance documents for public administrations or youth entities.
• Experience in the design and delivery of training activities and capacity-building processes.
• Practical knowledge of the gender approach applied to public policies.
• High proficiency in English (B2) and Albanian (C1).

• Communication and facilitation skills in training and participatory contexts.
• Ability to work with multiple institutional and youth actors.
